IHIE and Health Information Exchanges (HIEs) strengthen population health efforts across Indiana. IHIE functions as a trusted health data utility—connecting, stewarding, and activating data to improve outcomes at both the individual and community level.

  1. HIEs create value by stewarding and activating health data—not just storing it.
HIEs bring together clinical, claims, and public health data from across the care continuum to create a unified, longitudinal view of health. IHIE serves as a trusted data steward, protecting patient information while transforming it into actionable insights that deliver value for providers, payers, public health agencies, and communities.
  2. The Indiana Network for Patient Care (INPC) is a foundational statewide asset.
IHIE manages the Indiana Network for Patient Care, one of the nation’s largest and longest-running inter-organizational clinical data repositories. With more than 11 billion clinical data elements spanning 30 years, the INPC combines robust governance, real-time interoperability, and deep data breadth. It supports care delivery in emergency departments today and is increasingly central to population health and quality improvement initiatives.
  3. HIE data becomes more powerful when it is normalized, structured, and shared.
IHIE enhances raw clinical and administrative data—structuring unstructured information and normalizing data from disparate sources—so it can be securely accessed, exchanged, and applied across multiple use cases, from care coordination to analytics and reporting.
  4. Population health is evolving—and data is the accelerator.
While population health is not a new concept, advanced analytics and large-scale data aggregation are enabling more sophisticated approaches. These tools allow stakeholders to better understand risk, trends, and outcomes across populations, rather than relying solely on episodic or siloed data.
  5. IHIE plays a critical role in advancing population health statewide.
By combining clinical and claims data, supporting informational interventions, measuring quality and program effectiveness, and enabling physician attribution, IHIE helps organizations move from insight to action. As a neutral, statewide utility, IHIE is uniquely positioned to support scalable, data-driven population health strategies that improve outcomes and reduce unnecessary costs.
